What is an SRO in Pakistan? Simple meaning of an FBR SRO, how to read a number like 1852(I)/2025, where to find it, and the key digital invoicing SROs.

This page explains what an SRO is in simple words. It shows how to read an SRO number, where to find the official copy, and which SROs matter for FBR digital invoicing in 2026.
SRO stands for Statutory Regulatory Order. It is a written order that the Federal Government or FBR (Federal Board of Revenue) issues under powers given by a law, such as the Sales Tax Act 1990. It has the force of law, but it does not need a vote in Parliament. For example, SRO 1852(I)/2025, dated 24 September 2025, set the final start dates for FBR digital invoicing, and the last group had to be live by 31 December 2025. SRO 1662(I)/2026, dated 29 September 2026, set the steps for sealing businesses that have still not integrated.
Think of the Sales Tax Act as the rule book. An SRO is a signed note that adds a detail, changes a rate or fixes a date inside that rule book. Rules change often, so an SRO can be replaced (superseded) by a newer one.

How to read an SRO number like 1852(I)/2025
Every SRO has three parts. Take S.R.O. 1852(I)/2025 as the example.
1. 1852 is the serial number. FBR and other ministries count their notifications one by one through the year.
2. (I) shows which part of the Gazette of Pakistan (the government's official record where new laws are printed) it was published in. Always copy it exactly, because officers and software use the full number.
3. 2025 is the year it was issued. The same serial number can come again in another year, so 1852 of 2025 and 1852 of 2024 are different orders. Always check the year and the date on the first page.
Some SROs are drafts. A draft SRO is published to ask the public for comments before it becomes final. For example, SRO 288(I)/2026 of February 2026 was draft rules for online integration. A draft is a warning of what may come, not a rule you must follow yet.
Not every FBR paper is an SRO. A Sales Tax General Order (STGO) is an office order on how a rule works in practice. Where to find an SRO, and the ones that matter for digital invoicing
The official copy is free on FBR's website. Go to fbr.gov.pk, open the SROs section, choose Sales Tax, and search by number and year. Save the PDF and check that the number and date on it match. Never pay anyone for a copy of a free government notification.
Here are the main SROs behind FBR digital invoicing, oldest first:
• SRO 350(I)/2024 — changed the Sales Tax Rules to fight fake and flying invoices (invoices for sales that never happened).
• SRO 69(I)/2025 — the Digital Invoicing Rules listed on FBR's legal provisions page.
• SRO 709(I)/2025, 22 April 2025 — made electronic integration of sales tax invoices compulsory under Rule 150Q (the rule that says registered businesses must connect to FBR's system).
• SRO 1413(I)/2025, August 2025 — the first phased deadlines by turnover. Now replaced.

• SRO 1498(I)/2026, 4 September 2026 — adds 4 more weekly checks on sales tax refund claims before they go to STARR (FBR's refund system).

Other SROs change sales tax rates for certain goods. If you sell goods at a reduced rate or as exempt under an SRO, your digital invoice must show the SRO number and the item serial number from it. What a new SRO means for your business
When FBR issues a new SRO, ask three simple questions. Does it apply to my kind of business? From which date? Does it change what I must print or send on my invoice?
If it is about digital invoicing, the duty itself does not change. Rule 150Q still says registered businesses must post each sales tax invoice to FBR through PRAL (FBR's own IT company) or a licensed integrator (a private company FBR has approved to connect your software). Be careful with social media posts about 'new SROs'. Many old SROs are shared again with a new headline. Check the number, the year and the date on fbr.gov.pk first.
