The honest answer: nothing to download, two free routes
Searches for "FBR digital invoicing software free download" lead nowhere useful for a simple reason: FBR does not distribute desktop invoicing software. Digital Invoicing is a cloud API (gw.fbr.gov.pk) plus the IRIS portal. Any installer claiming to be official FBR invoicing software is unofficial and should be treated with caution.
Two official routes are genuinely free. First, choosing PRAL as your licensed integrator — free of charge, including sandbox testing. Second, the manual invoice generation mode on IRIS, where you type each invoice into the portal and FBR returns the invoice number and QR code without any integration at all.
What the free PRAL route includes — and its catch
PRAL as licensed integrator costs nothing: free 5-year sandbox and production tokens, free scenario-based sandbox testing, and free production access once your scenarios pass. The PRAL flow also requires IP whitelisting — one to three IPs entered manually, or more via an uploaded sheet — accepted or rejected by the PRAL data centre typically within a couple of working hours.
The catch is that PRAL provides the pipe, not the software. You still need an application that builds the DI v1.12 JSON, calls validate and post, passes the sandbox scenarios for your sector, stores every IRN, and prints QR-and-logo-compliant invoices. On the "free" route that application is yours to build and maintain — which is a development project, not a download.
Paid options and the FBR fee caps
Where a business uses a private licensed integrator instead of PRAL, the charges are capped under the framework: up to Rs 10 per invoice, or a retainer of up to Rs 100,000 per month or Rs 1,000,000 per year. A quote beyond those caps is out of line with the published structure.
Ready platforms are the third option: they sit on top of the same PRAL/API layer and charge a subscription for the software nobody gives away free — validation against the DI v1.12 rules before posting, decoded FBR error messages, compliant QR/logo invoice PDFs, ledgers and registers. Digi Invoice is in this category: the FBR side stays free, and the subscription replaces the software you would otherwise have to build.
Which route fits which business
If you issue a handful of invoices a month and can tolerate typing each one, IRIS manual mode is free and compliant. If you have an in-house development team and an ERP, the free PRAL API route works — budget real developer time for scenario testing, HS-Code and rate mapping, and keeping up with specification changes.
For most SMEs without developers, a platform is cheaper in practice than either building software or paying per-invoice integrator fees at volume. Whatever you choose, start in the sandbox or on a trial before committing — the routes are not exclusive, and many businesses prototype on the free route before settling on a platform.
